GPN Global Indexes: Comparative Policy Metrics

Measuring Impact: The GPN Global Indexes

By GPN International Research Division

In a world of complex variables, indexes serve as a vital compass. The Global Indexes section of GPN International provides a standardized, comparative framework to measure progress—or deterioration—in global policy, security, and human rights. By distilling millions of data points into clear, numerical rankings, we empower researchers to benchmark country performance and identify systemic trends across Europe and Asia.

I. The Core Pillars of GPN Benchmarking

Our indexing hub hosts both proprietary models and curated datasets from global partners, organized into three primary areas:

The Global Extremism Index (GEI) This is our flagship security metric. Unlike simple incident counters, the GEI uses a multi-factor weighting system (including fatalities, injuries, and property damage over a five-year average) to reflect the long-term psychological and economic impact of extremism on a society. It is the primary tool used in our Extremism Watch section to track radicalization hotspots and the shift of threats across borders.

The Article 19 Expression Index Developed to support our mission of defending universal rights, this index scores 180 countries on five key indicators: political context, legal framework (including defamation laws), economic pressure on media, sociocultural constraints, and journalist safety. This index is essential for our Legal Analysis and Special Investigations.

Governance & Human Rights Index Focusing on our "Governance & Political Systems" pillar, this index monitors the structure of power in authoritarian and totalitarian systems. It evaluates regime control, the suppression of opposition, and the prevalence of state surveillance.

II. Strategic Value for Students and Academics

Under the Research (For Students) initiative, these indexes are designed to facilitate high-level academic work:

Longitudinal Analysis: Students can use our historical index data to track how specific policies (like new social media regulations) correlate with a country’s freedom score over time.

Case Study Selection: Researchers can identify "Outlier Nations"—those that perform significantly better or worse than their regional peers—as subjects for Thematic Reports.

Evidence-Based Advocacy: For those in our Policy & Legal Briefs division, index scores provide the "proof" needed to advocate for legislative reform.

III. Methodology and Transparency

Every score in the GPN Global Indexes is built on a foundation of open-source intelligence (OSINT) and verified datasets from the UN, World Bank, and proprietary field research. We provide full transparency on our weighting factors—for example, explaining how a single fatality is weighted against property damage—to ensure our rankings are reproducible and academically rigorous.
